Azerbaijan envisages a transition to proactive government services and the delivery of all government services through the Mygov and Mygov Biznes platforms (portal and mobile applications).

As reported by BAKU.WS, this is reflected in the "Action Plan for Accelerating Digital Development for 2026–2028" approved today by President Ilham Aliyev.

In addition, the document envisages the introduction of a "unified data governance" model, the establishment of legal regulation in the field of venture financing and crowdfunding, the simplification of residency conditions in technoparks and support for local innovative products in the public procurement system, the introduction of a "digital traveler" visa regime to attract global talent, the liberalization of migration procedures, the upskilling of personnel in the fields of ICT, artificial intelligence and information security, the full migration of government information resources and systems to the "Government Cloud," the digitalization of financial services, as well as a comprehensive update of the regulatory framework in the areas of e-commerce and information security.

The document places particular emphasis on expanding public-private sector cooperation to accelerate the adoption of modern technologies, strengthening academic and scientific research, as well as providing systematic support for the startup ecosystem and innovation environment.

It is expected that the consistent implementation of the Plan will significantly strengthen Azerbaijan's positions in international rankings, increase the share of the ICT sector in the non-oil and gas GDP structure over the next ten years, boost annual exports of digital products and services, bring the share of proactive government services to 50 percent, and accelerate the country's transition to an innovative and competitive economic model.
