# Ilham Aliyev responded to a provocative question from an Armenian representative
During panel discussions at the Munich Security Conference, a member of the young leaders group from Armenia Stefan Safaryan addressed a question to President Ilham Aliyev. He spoke about the significance of the Armenian "Crossroads of Peace" project and also raised a question related to the constitution.
As reported by BAKU.WS, President Ilham Aliyev responded to S. Safaryan's question related to the attempt to justify territorial claims in Armenia's Constitution as follows:
"Regarding the legal aspect concerning the Armenian constitution, I did not want to go into details, but your comment compels me to note that the Declaration of Independence of Armenia, which contains direct territorial claims against Azerbaijan, is part of your constitution. Yes, it is. It is written in the preamble of the constitution. Let's check Wikipedia right now before we finish. So, no Constitutional Court decision has higher authority than the constitution. I am not a lawyer, but even I know that. Therefore, the exclusion of the Declaration of Independence from Armenia's constitution is the only remaining precondition for signing a peace agreement. And I think there is a great, so to speak, understanding between the leadership of Armenia and Azerbaijan about what must be done and in what sequence. As for the so-called 'crossroads of peace,' as you know, when President Trump returned, he launched TRIPP, so when President Biden returns, he will resume your 'crossroads of peace.'"
