Baku and Berlin consolidate cooperation with a strategic partnership agenda

The Joint Declaration on the Strategic Agenda of Bilateral Partnership between Azerbaijan and Germany, signed today by President Ilham Aliyev and Chancellor Friedrich Merz following negotiations in Berlin, marks the transition of relations between the two countries into a more comprehensive phase.

This is stated in an article published by the Report news agency. It is noted that the significance of this declaration is determined not only by the list of areas of cooperation but, above all, by the fact that political dialogue, economy, energy, transport, security, technology, and humanitarian ties are for the first time being united into a single long-term "roadmap."

President of Azerbaijan Ilham Aliyev expressed confidence that the documents signed today with Germany will elevate bilateral relations to a new level. "We have long aspired to launch a strategic dialogue, and today we have achieved this goal," said the head of the Azerbaijani state.

To implement the provisions of the declaration, Azerbaijan and Germany plan to establish working groups. "Today's declaration also reflects specific provisions and plans. Several working groups will be created to ensure the fastest possible implementation of the documents signed today," the President emphasized.

The document, overall, establishes a new framework for the bilateral relations agenda. In this sense, it is not simply about expanding existing cooperation but about the aspiration to build a more resilient system of interaction capable of simultaneously responding to bilateral, regional, and global challenges.

One of the key elements of this system is the institutionalization of political dialogue. Regular consultations between ministries and government agencies, high-level exchange of visits, and thematic dialogues make interaction more consistent and in-depth. This is especially important for a partnership whose agenda is gradually extending beyond individual political issues to encompass an increasing number of spheres.

In this model, the economy should become one of the main practical dimensions of the partnership. Azerbaijan and Germany intend to develop trade ties, expand mutual investments, and make more effective use of the potential of the Joint Azerbaijani-German High-Level Working Group on Trade and Investment. It is possible that in the future, the working group's status will be elevated to that of an intergovernmental commission.

The direction of this cooperation's development is also important in itself. It involves diversification — from traditional trade operations to interaction in agriculture, industrial modernization, sustainable economic development, digital transformation, and innovation.
